Remember when it was just a conspiracy theory that the CIA wanted the Mafia to assassinate Fidel Castro? That was until the conspiracy became reality after the CIA released its own lurid documentation on the Mafia recruitment effort.
One day, maybe not too far in the future, we will look back at the conspiracies surrounding UFOs and find out that they too are revealed as realities. Of course, disclosure has been promised many times by those allegedly "in the know". Hell, the folks in Exopolitics predict Disclosure as imminent every chance they get, and then come up with the most ridiculous of excuses for why it is denied to the citizens of the world when their ill issued predictions go up in smoke.
But this article is not about true UFO Disclosure. It is about the strange bedfellows that Ufologists seem to keep in their alleged pursuit of truth. You see, when you climb high enough up the ladder of Ufology and are prominent in the field; the strangest of characters approach you with promises of "disclosure". Normally, the ruse goes something like this. Approach subject Ufologist and make claims that you are in the know. Then shower said Ufologist with feelings of "eliteness" by offering them an inside look at the truth. When they take the bait, deny them the information promised, but keep them on a string with promises of information that will slowly be revealed in good measure and time.
Now you are probably wondering, when I was the International Director of MUFON, did this ever happen to me? Actually it didn't, but then again I made it public knowledge that I would not accept inside sources who were not willing to go public with their identity and their claims. So I was not willing to play the game to begin with and those who refuse to dance are never asked to.
Speaking of strange relationships, in 2009, billionaire entrepeneur Robert Bigelow decided to hire MUFON to conduct UFO investigations on behalf of his new venture, BAASS, an alleged aerospace company interested in discovering and exploiting novel and cutting edge technologies that relate to space travel.
Well what is so unusual about that? Maybe it has to do with the following interesting facts:
* John Schuessler, MUFON Board Member and former International Director was offered a U.S. government security clearance allegedly related to his consulting work for Mr. Bigelow. Now whether John was actually given that clearance, I can't say for sure, but I was one of the people interviewed as part of his background investigation.
* Mr. Bigelow did not fund MUFON's work for BAASS, instead "sponsors" that Bigelow revealed to John Schuessler but not to the other MUFON Board Members put up the money.
* Mr. Bigelow invalidated his own legal contract with MUFON by refusing to abide by the original deal struck with MUFON and instead changed the terms mid-stream, something the MUFON Board of Directors acquiesced to despite my protests.
* During the project, MUFON provided both historical MUFON files as well as current MUFON case files (including witness information) to BAASS. To cover MUFON legally, the MUFON UFO reporting form was modified to collect the witness' permission to offer their sighting data to a third party, the only third party being BAASS.
* When I uncovered some very damaging information about the Skinwalker Ranch (also owned by Mr. Bigelow) and provided that information to the MUFON Board along with my doubts about the true agenda of the BAASS-MUFON relationship, the MUFON Board unethically bypassed me and communicated in secret with BAASS in an attempt to continue the project. When I found out about this unethical behavior, initiated by my former friend and current International Director Clifford Clift and MUFON Board member Jan Harzan (probably the next International Director after Cliff retires), I resigned immediately from the MUFON Board and the International Director position.
* Rather than reveal the truth of why I resigned to the MUFON membership, Cliff decided to whitewash the unfortunate events while he swept his broom around MUFON, portraying me as an inept leader who brought MUFON to financial ruin and presenting himself as the savior of the organization. His betrayal stung me to my very core, as I considered him a friend for fourteen years until he revealed who he truly was. At the 2010 MUFON Symposium he told the MUFON State Directors that I left MUFON because the "truth" I was seeking was not the same "truth" the MUFON Board of Directors sought.
So for the leading UFO organization in the world, whose mission statement is the scientific investigation of UFOs, what truth is Mr. Clift alluding to? Maybe it is the sad truth that without a wealthy benefactor behind MUFON, the organization is but an army of volunteers with no funding for their scientific investigation, and if staying within the good graces of the only willing benefactor means compromising ethics and the duties and obligations a non-profit organization has to its membership and to the public, then so be it. I suggest that the MUFON membership deserves more from their leadership.
In fact, every MUFON member should take Mr. Clift up on his promises of transparency and demand answers to the following questions which should be posed to the MUFON Board of Directors:
* Does John Schuessler currently have an active government security clearance and for what reason was it granted? What is John's current relationship to BAASS and Mr. Bigelow?
* Does MUFON still provide current UFO reports to BAASS? If not, then why is the 3rd party witness election still on MUFON's "Report a UFO" form on the MUFON web site?
* Is the MUFON Board of Directors willing to give an accurate history including publicly releasing all supporting documentation of the MUFON-BAASS legal contract that encompasses the entire project period?
* What is MUFON's current relationship to BAASS and Mr. Bigelow?
The MUFON Board of Directors may be in pursuit of their own truth, but the real truth has an odd way of surfacing even after many years, as the CIA-Mafia affair shows. How can those in the field of Ufology seek disclosure from outside if they are not willing to seek disclosure from within first? The choices made by the MUFON Board during the MUFON-BAASS project demands complete openness and transparency so that the conspiracy theory behind the MUFON-BAASS relationship is put to rest. MUFON's leadership should practice what it preaches and leave no details hidden if it wishes MUFON to retain any semblance of respectability in this field already filled with enough unanswered questions and shadowy characters and organizations. It is time for MUFON to sweep its own house clean.

They both watched the object for several more minutes as it moved very slowly to the southwest. The object was visible for a total of about nine minutes until it went behind a tree line. She stated that the object's apparent size was nearly as large as her hand at arm's length. The description of the object matched another object she saw on a television program on January 8th 2007. Last summer I paid 35 to become a member of MUFON, the Mutual UFO Network. For that money, I was supposed to get a full membership and the monthly e-Journal. Millionaires can pay 50 and get hard copies of the Journal. Billionaires can fork over 55 to get the Journal in both hard copy and electronic formats. But I am neither a millionaire or a billionaire, so I got the cheap membership and saved a few trees.
I got the July e-Journal and then the August e-Journal. They were pretty interesting, but how could they not be when the August issue had a picture of bigfoot on the cover? I read them both from e-cover to e-cover, and found enough interesting material to blog about a few items. I was pleased, and looked forward to the next issue.
Which never came. September came and went. October came and went. November came and is going fast. No new e-Journal. What could have caused them to suspend publication for three months? Surely my 35 dollars must be good for a few months of e-publishing.
Today, in my quest to discover the truth, I went to the MUFON website and found evidence of the ultimate betrayal. They did NOT suspend publication of the e-Journal. They just suspended publication of the e-Journal for ME.
I don't know how to feel about this. MUFON has been moving on without me. They have amassed three months' worth of sighting reports, have held three monthly meetings, have possible solved the riddle of UFOs in its entirety, without letting me know.
There may be a good explanation for this. In the November issue, MUFON Director Cliff Clift mentions that the organization recently transferred all their data to a new Case Management System. Maybe I just slipped through the cracks. Maybe nobody is getting their e-Journal. Maybe just the millionaires and billionaires are getting theirs.

MUFON sure has a funny way of making a body feel welcome.Three days ago I received word that I had passed the MUFON Certified UFO Field Investigator Examination with a score of 90. But then I read that I still needed more training before I could begin investigating UFO sightings and crashes and abductions. Then I read that they had sent me an instruction manual for the MUFON Case Management System (CMS). I opened the document only to find that I can't start my CMS training until I receive my special Certified UFO Field Investigator Username and Password. Then I read that my State MUFON Director would be contacting me with my Certified UFO Field Investigator Username and Password for accessing the CMS. But here's the thing: it's been three days and I haven't heard boo from my State Director.Is she hesitating because she can't think of a cool enough Username for me? My daughter Cxxxx and I discussed it this morning and decided that "Robot Warlock" would be the coolest Username ever. So I'm going to write to my State Director and suggest that she name me Robot Warlock and get on with it, already.Also, I have to send a 3" x 2" head shot of myself to MUFON International HQ for my photo ID badge, but that's tricky too. Introduction MUFON (Mutual UFO Network), was the largest international UFO research organization in the world. The STAR Team was a Rapid Response UFO Investigation Unit that was funded by a special program within MUFON known as the SIP Project.
During the period from February 2009 until January 2010, I served as the STAR Team Manager and SIP Project Coordinator. I was also State Director of North Carolina MUFON and Chief Investigator for MUFON of Virginia. This investigative program came to an unexpected end in January of 2010.
Since then, I have received countless phone calls and email requests asking me to explain or confirm details of this project and the controversy that surrounds its premature ending. So many rumors are floating around the internet and many questions have come to the surface. I currently do not have any official association with the MUFON organization, I am no longer a member or an employee of MUFON.
It is not my intention to finger-point or accuse anyone. I will admit that I do not completely understand the motivations of some of the individuals that played roles in MUFON leadership. I do not know what they were thinking, but I do know a lot about what happened!
The following pages reflect the facts and occurrences as I remember them from my perspective and will help one understand what went wrong.
Overview
The STAR Team Impact Project (SIP) was a MUFON program funded in part by Bigelow Aerospace Advanced Space Studies (BAASS) where MUFON was subcontracted to provide information from the CMS data base (website) and witness reports related to the Unidentified Aerial Phenomena (UAP) directly to BAASS.
MUFON had a contract with BAASS (per the terms of the contract agreement) MUFON provided data from sighting reports that were submitted to MUFON CMS website in exchange for BAASS paying funds directly to MUFON each month. This Contract was sometimes referred to as a Purchase Agreement (purchase of information) and the project was referred to as the SIP Project (STAR Team Impact Project).
Part of this money was used to directly fund the STAR TEAM, which consisted of paid investigators who would be deployed to investigate the most compelling cases and a dispatch operation that would work continuous shifts to monitor the activity of the cases coming into the CMS website.
It is not my propose herein to discuss the actual SIP Project cases or the impact the SIP Project Investigators and the Dispatch Operators had on the MUFON organization. Most of you have looked at the cases, read the reports, seen the articles in the MUFON Journal and have decided for yourself about the worth of the SIP Project.
In General I believe that the management at BAASS was very satisfied (at least from an operational standpoint) with the quality of the reporting (data sent to them) and investigative work performed by our SIP Project Investigators.
Information Provided to BAASS / BAASS access to CMS
Shortly after the start of the SIP project, MUFON CMS was modified to include the "third party Release Agreement Question" which comes up during the initial internet submission of every sighting report. This question allows the witness to decide if they want to have their personal contact information released to third parties like BAASS. (Note: you can see this question directly under the witness narrative section)
Those individuals (witnesses) who chose to answer "YES" to release of their contact information to third parties, essentially agreed to having their contact information shared with third parties and would be subject to being contacted by such third parties as BAASS. (Note: witnesses answered YES in about 95% of case reports)
BAASS investigators were given full access (password and user ID) to the CMS data base, in all cases where the witness answered "YES" to the "third party release question". BAASS personnel and investigators could see all case information in CMS including witness contact information.
Note: BAASS Investigators were independently investigating UAP events reported to them by MUFON witnesses. BAASS is a private research organization and they do not share their proprietary information and research with MUFON.
MUFON also provided data to BAASS about significant events that were reported in CMS. These events were identified by the Dispatch operators and reported via email by me to BAASS as they developed (and summarized in a weekly report which was sent to BAASS and selected Board members).
A Significant Reportable Event would be (for example) multiple witnesses reporting an object within close proximity, or a case report submitted by a trained observer like a Pilot, Police officer or Air Traffic Controller. Any landing case or one that involves possible physical evidence would be passed along as well.
Upon completion of every SIP Project Investigation the final complete investigative reports were also shared with BAASS. I reviewed all the reports and signed off on them (see Appendix A )
A conference call was facilitated Between MUFON and BAASS every Friday to discuss the weekly report, review cases and discuss issues between the two organizations. I facilitated this conference call every week. Sometimes James Carrion, Jan Harzan, Chuck Reever and Chuck Modlin also participated in these calls.
FUNDING for the SIP Project
Funding for the project was initiated at the beginning of March 2009 when the first check was sent from BAASS to MUFON in the amount of 56,000 for the month of MARCH. (I cannot state the exact date but I remember the first check came to MUFON HQ sometime during the last week in Feb.2009) The SIP Project was actually not operational until the first week in April 2009. However I am sure some of that funding was used for the ramp up costs associated with the project.
The SIP Project ran for 10 months. During that time we deployed on (investigated) about 65 SIP cases. We also sent data in the form of Significant Reportable Events (about 25 per month) to BAASS as well. At last count we had about 80 STAR Team contract Investigators and 8 Dispatchers.
Confidentially Agreement / Secret Side
From the onset there has always been this misconception about the SIP Project, the idea that there was some kind of secret side to the program. I have repeatedly defended the SIP Project at least from the operational standpoint (which I managed) in terms of complete disclosure of all investigative data developed for the project, during the time I managed the project.
Each Investigator and Dispatch operator was asked to sign a confidentially agreement that required strict confidentiality in force during the deployment and no media communication. The agreement also states that information and data from a SIP case that is published in the MUFON Journal can be considered available publicly and is released from the restrictions in the agreement.
Note: All STAR Team deployment (cases investigated) were put in CMS and Published In the Journal after completion. According to the confidentially agreement they are public information.
Financial Issues that lead to the demise of the SIP Project
As indicated in previous updates, I managed the SIP project as far as operations, Dispatch, Deployments and Investigations. I did not have responsibility for the financial management and did not have direct access to the bank accounts or accounting.
The Contract Agreement provided for the amount of 56,000 to be paid to MUFON each month. It was initiated at the end of February 2009 and ran through the end of February 2010. It was a one year agreement with performance reviews every 4 months, the first being in June 2009 and then again in Oct 2009. Provisions were made for merit-based increases in funding as well as for BAASS or MUFON to cancel the agreement.
In total, MUFON received only about 324,000 from BAASS SIP Project, which was a little less than half of the original contract deal that could have paid a total of 672,000 in the first year to MUFON.
MUFON Board ultimately left over half of the allocated SIP Project funding on the table, leaving MUFON almost broke, having to close the office in Fort Collins and lay off the last of the remaining two employees.

James P. Carrion, international director of the Mutual UFO Network will be the guest speaker at a Thursday meeting a the Western Sizzlin' Steakhouse, 3033 8th Ave., Evans. Dinner will be at 6 p.m., with the program at 7 p.m. Participants may buy dinner on their own, admission to the meeting is 3.
Carrion has been the international director of MUFON for the past two years. He has implemented new technologies to enhance the UFO investigation process for the organization. He has investigated several UFO sightings and is known as one of the most qualified investigators in the network.
He will talk about a recent UFO sighting near Stephenville, Texas, as well as other extraordinary UFO events.
